The Memorandum of Understanding outlines the roles and responsibilities of each partner and is an agreement between Workforce Solutions for North Central PA / the North Central Workforce Development Board; the PA CareerLink® system partners; and the Chief Elected Official Board.

The Workforce Innovation and Opportunity Act (WIOA) mandates the requirement of a local / regional plan to address the core programs of Title I - Adult, Dislocated Worker and Youth Programs; Title II – Adult Education and Family Literacy Programs; Title III – Wagner-Peyser Act Programs and Title IV – Vocational Rehabilitation.

The PA CareerLink® One-Stop Operator is responsible for the day to day operations of the PA CareerLink® and the functional supervision of the various partners co-located at the PA CareerLink® centers.
