WIOA

Workforce Solutions is authorized through the federal Workforce Innovation and Opportunities Act (WIOA) of 2014 to serve as the lead workforce planning entity for the North Central Workforce Development Area of Cameron, Clearfield, Elk, Jefferson, McKean and Potter counties.

WIOA is the federal funding source for PA CareerLink® resources and services. WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973.

WIOA is designed to strengthen and improve our nation’s public workforce system. It has six core programs of Adult, Dislocated Worker, Youth, Employment Service, Adult Education and Vocational Rehabilitation. The goal is twofold: 1) to help job seekers, including youth and those with significant barriers, access employment, education, training and support services needed to succeed in the labor market and 2) to match employers with the skilled workers they need to compete in the global marketplace.
